The building contains one of the city's major branch library and the library services distribution centre for the city region. Broad steps lead to the raised ground level of the library which is large naturally lit space centred on the major rooflit space over the inforation and processing counters. The distribution centre with its vehicular access requirements occupies the lower ground level.
